Abstract

The Rostov Region is one of those regions where coal mining dominates the industrial structure. An occupational pathology center has been operating in the region for over 40 years---one of the first and best-organized in the country. With the adoption of Federal Law No. 125-FZ of July 24, 1998, "On Compulsory Social Insurance against Industrial Accidents and Occupational Diseases," and the reform of primary healthcare for workers, the role of regional occupational pathology centers as a vital link in the workers' health protection system has significantly increased. The healthcare reform implemented in the Russian Federation since the early 1990s focused on prioritizing economic management methods over administrative ones, decentralizing healthcare, and strengthening the economic autonomy of medical institutions. The lack of an effective policy for the protection and restoration of workers' health has led to the destruction of the established and proven, long-standing system of disease prevention and primary healthcare for workers. The aim of this study was to develop and substantiate promising areas for improving the operations of regional occupational pathology centers, using the example of a coal-mining region where the consequences of socioeconomic transformations were most acute. For the first time, the high efficiency of mobile clinical diagnostic laboratories organized within a regional occupational pathology center was demonstrated.
