Abstract

The foundation of state social policy is to prioritize the preservation and improvement of workers' health as the most important productive force in society, determining the country's national security and economic development. The development and implementation of a social program to protect workers' health has become particularly urgent given the challenges that have arisen in the Russian Federation over the past fifteen years during the period of economic and social reform. These challenges are primarily related to the sharp deterioration of the medical and demographic situation. Low economic incentives and employers' responsibility for compliance with occupational health and safety regulations, coupled with the pursuit of quick profits, have led to increased efforts by entrepreneurs to conceal occupational and work-related illnesses. One of the most important mechanisms for managing the sanitary and epidemiological well-being of the population is the social and hygienic monitoring system being developed in Russia. The objective of the study was to scientifically substantiate a system for assessing the risk of health impairment for workers and the working-age population living in areas of man-made pollution under social and hygienic monitoring. For the first time, based on comprehensive social and hygienic studies carried out at enterprises with varying degrees of harmfulness and danger of factors of the production environment, using various indicators of the health status of workers, it was shown that in the social and hygienic monitoring system "Production Environment and Health", the most promising object for monitoring are cases of chronic diseases, and the indicators of the prevalence and risk of developing chronic diseases serve as criteria for assessing health risks.
